Boxford State Delegation to Provide In-Person Statement Regarding Andrews Farm Emergency

Minority Leader Tarr and Rep. Tram T. Nguyen to Speak Immediately Following Town Officials’ Announcement

Boxford (9/10/25) – Senate Minority Leader Bruce Tarr (R-Gloucester) and Representative Tram T. Nguyen (D-Andover) will provide an in-person statement to the media regarding the emergency at Andrews Farm this evening Tuesday, September 10 at 7 PM.

Over the past 48 hours, state and local officials, in partnership with Tarr and Nguyen, have worked quickly to address the lack of water at Andrews Farm.

On September 9 at 5:40 p.m., Governor Healey signed a Declaration of Water Emergency, authorizing the Department of Public Utilities to assume control of the Andrews Farm Water Company system and install a new operator. Implementation will take place over the coming days.

In the meantime, resources for residents include a fire department tanker for non-potable water, restrooms and showers at the East Fire Station, 24-hour restroom and bottle-filling access at the Police Station, and a tanker truck of water scheduled for delivery by
9 a.m. tomorrow morning.

Additional Background Information:

Andrews Farm Water Company is a Public Water System (PWS) in Boxford, Massachusetts.
Andrews Farm serves about 53 households and is currently experiencing a complete loss of water supply within the entire distribution system.
PWS are required to continuously maintain the public water supply and are prohibited from terminating, suspending, or otherwise restricting water service to any or all residences.
The owner of Andrews Farm has been notified that residents have no water and the Town of Boxford has requested an update regarding the status of the system, the actions the PWS is taking to restore service and the estimated time full service will be restored. 
After no response was received, Governor Healey issued a Declaration of Water Emergency and the DPU issued an order directing Aquarion Water Company to take immediate operational and management control to restore water service for Andrews Farm customers.
Through the water emergency and under state law, the DPU has the authority to order an investor-owned utility to take any necessary measures to uphold public safety and welfare by prioritizing the restoration and continued availability of water utility services for impacted customers. 
A boil water order remains in effect.
MassDEP, DPU, the Town of Boxford, Town of Topsfield, and the Boxford Fire Department are working to ensure the water is restored.
