Tarr Plan to Create the New England Fusion Research Compact to Receive Committee Hearing
Legislation would create regional framework to intensify development of fusion energy to meet carbon reduction, supply, and sustainability goals
Boston (8/28/25) – Legislation filed by
Senate Minority Leader Bruce Tarr (R-Gloucester) to establish the New England Fusion Research Compact will receive a public hearing before the Joint Committee on Environment and Natural Resources on
Tuesday, September 2. The bill, S.673 would authorize the Secretary of Energy and Environmental Affairs to develop a multi-state compact for nuclear fusion research, in partnership with neighboring New England states, higher education institutions, labor,
and industry. Senator Tarr, along with distinguished nuclear fusion experts Professor
Nuno Loureiro and Brad Freeman of the Association of Independent Colleges and Universities in Massachusetts, are expected to provide testimony at the hearing
S.673, filed in January 2025, would establish a Fusion Research Council and a comprehensive plan for advancing fusion energy, including financing, regulatory approvals, and operation
of research reactors. The proposal is designed to leverage New England’s academic and technological strengths, attract federal resources, and build a regional framework for energy innovation.
